Gaines Construction is a full service site development general contractor that expertly handles everything from Clearing, Erosion Control and Grading to Utilities, Curb and Gutter and Paving. We specialize in Underground Utility construction for sewer; water and storm drain mains for new and existing construction projects and can build pump stations, force mains, steam lines, chilled water lines, and booster pumps and handle an array of other specialties like boring, tunneling, and pipe bursting.

David Gaines , President
David is a former Marine Major who is also a Vice President of Gaines and Company, Inc. which was founded in 1954. David is the general manager of the Raleigh Division of Gaines & Co. He has worked on over 200 construction projects in North Carolina most notably managing the utility work at the Triangle Town Center Mall in Raleigh, the Southpoint Mall in Durham and the new wing of the Butner Federal Correctional Facility. in 2007 David served as the President of the North Carolina Utility Contractor’s Association. He is a co-founder of the Triangle Real Estate and Construction Veterans. David graduated from Princeton University where he captained the 1992 National Champion Lacrosse team. He has an MBA from the University of Texas at Austin.
Paul Billings, Estimator/Project Manager
Paul is a former Army soldier who also is employed with Gaines & Co. Paul has over 30 years of construction experience working in the underground utility industry. Paul has worked in sewer treatment plants and on countless private and public projects in North Carolina. In 2000 Paul served as the President of the North Carolina Utility Contractor’s Association.
